from supervisor mars office, if you could please come forward. >> good evening everyone. i just wanted to welcome everyone here to the redmond district. supervisor mar couldn't be here. we wanted to thank the police commission and the chief and empfor your wonderful work and we want to also welcome the captain. we have been working closely with captain ferrigno since june. it's been a great relationship and very happy to see some of the faces of our residents here. but we just want to thank everyone here today and we want to continue working closely and we know that crime has been down recently with the robbery in august, the captain did a very quick response. it was outstanding. media did good coverage and the

school was secured and we just want to thank you for your great work and thank all of our citizen. you can cancel any time that we have questions. reach us at 554-7410, thank you. >> thank you victor. >> please call line item no. 2 c, please commission reports, commission president's report and commissioners' reports. >> i just want to state briefly that the chief was talking about how the san francisco police department is hiring and we do encourage people to apply, but it's really significant in that we have a mayor and a board of supervisors who had enough foresight to start hiring police officers. we just need to look across the bay or look down in san jose, where the crime rates have rocketed off the charts. oakland has twice the number of homicides we have in a city half the size because they were laying off officers. i think the reality of the situation you that you have to have officers on the streets with proactive law enforcement in order to prevent that

situation. so i think the fact that we're hiring we owe great honors and kudos to the mayor and the board of supervisors. because otherwise we would be in the same situation and it's terrible what is happening over there, especially in oakland. with reference to other reports i attended a memorial with the chief for officer gelf, who was also killed in the line of duty and interesting, most of the officers there were talking how they were going to retire in the next six months and making the hiring of new officers very important. our officers learned that night that they should have the same weapons so they could share am nation and legislation that resulted from that because the suspect who killed the officer was wearing body armoire. it was an honor to be there. and that is all the announcements that i have. commissioners, any announcements? dr. marshall? >> thank you. one announcement by the youth

program in oakland and my program omega boys club were approached by youth uprising a program in east oakland to do do a gun buyback effort, which we're going to have the details worked out. we do know it's going to take place december 15th, and i'm not sure exactly where the effort is going to take place in oakland, but the one here in san francisco will take place at the omega boys club. we have ways of getting the word out. it's on the radio for sure and still working on some of the final details as a tag line and logo and name for the effort. and there is going to be some posters developed, but we do know when it will happen. we do know how much we'll pay. so we're hoping that we can get obviously at any time guns off the streets. the effort is supported by both the oakland police department

something that week and we don't have a quorum, we'll address the issue, but for now, let's leave that on. let's call our main event here which is line item no. 3 the presentation of captain sharon ferrigno. >> item 3, captain sharon ferrigno, commanding officer of richmond station to address the commission on police activities in the richmond district, discussion. >> thank you. honorable members of police commission, chief suhr, chief biel and esteemed members of community and director hicks, thank you so much for being here. i would like to take a moment to welcome you here to the richmond district and thank roosevelt middle school for allowing us the use of its facility and what better place than the center of learning for our youth. i would also like to take a moment to introduce my staff.

over here i have lieutenant frank lee, frank can you wave? lieutenant una bailey. lieutenant deborah. sergeant cox. mark is our assistant district attorney, who we work very closely with and lorrie in the back. stephanie over here. did i miss anyone? we couldn't do what we do at richmond station without all of these staff members who are really committed. and all of the lieutenants that work at richmond station also do a lot community. frank has been coaching for years vanadium is the president of the lgbt group and not a day goes by that i don't get a mention of gratitude from the community for her service, so

thank you for that. the richmond district is rich, we have a very diverse culture. it's a really wonderful place to be and see all of the neat traditions and everybody sharing together. in order to protect life, property and prevent crime and reduce the fear of crime, we will provide service with understanding, response and compassion, performance with integrity and law enforcement with vision. and i can say that my staff helps formulate the vision each and every day. i also work very closely with commander mortises. orts. again, these are our commissioners.

so the richmond district is host to many different neighborhoods. outer richmond, presidio heights and outer richmond with esteemed graduates such as chief suhr. we're also a hub of young people learning and a host of other speeches, really a great place for the community to gather. pacific heights, laurel heights, laurel heights is a hub of business. there is a merchant corridor as the inner and outer richmond district. jordan park, sea cliff, the lake district and also in laurel heights we have the california pacific medical center and the university of san francisco. so we have a very interesting culture going on in our very own district. the community policing advisory board members, several of them

are here and thank you for that. we have a great community policing advisory board of directors. i was really lucky to come in the a time where there was a lot of change, but we have gotten a lot accomplished and patrice, i'm going to do it tonight and let them know that we have a very important project we have been working on morgan, thank you for being here. she has been working closely with us, but the richmond district has a lot of traffic issues, and we're a major thorough fare for commuters with fulton street, park presidio, going to and from the peninsula, as well as marin county. and also, we're subject to a lot of accidents. so we have met with muni and mta to develop some traffic-calming measures, but we're also ready to launch a safe streets richmond program, where it really focuses on an educational component. it really emphasize the importance of traffic safety in our district, because it is

really the lion's share of serious injury. as we all know, a serious accident is a life altering event and we want to make sure that we do everything we can public safety-wise and we're excited that you will be seeing that in the very near future. our goal is to start in the richmond district and share it citywide. we have three members of board of supervisors that we work with in the richmond district. supervisor eric mar, supervisor mark farrell and supervisor christina olague. the district handles the lion's share of golden gate park. our officers are very well-informed on how to work in and about golden gate park. it's a unique place, because there are streets and alleys and avenues, but there are also

meadows and it's a very hard place to get around. so the officers are a tremendous resource and in working some of the events this summer and later on in the fall, the officers at richmond station are really grounded and and well-informed where it is their services are to be provided. on my staff i have one sergeant, sergeant stephanie long, three officers and two civilians, my secretary who is fabulous and jeff, the vehicle maintenance officer. the captain's staff really is a tremendous asset. they keep me in line and let me know what it is that i'm not up to par on and they are really a tremendous asset to make sure that the richmond district is getting the services that they are entitled to. i have four plainclothes officers, and we have sergeant cox here, who also oversee ours

plains-clotheses officers. we're a little different in the richmond district, but he dovetails and does two roles in our station investigation team, as well as overseeing those. it's been a tremendous asset with deborah overseeing our investigation [ao-upblts/]. we unit. day watch, two lieutenants, one who was unable to be here tonight and frank lee. three sabring, 26 patrol officers and two police service aides and the service aides help keep our officers out in the field, answering phones and taking reports and if somebody comes to the station, probably the first person you might run into. on nightwatch i have two lieutenants, peter walsh and

una bailey >> 10 sergeants 32 patrol services and one public service aide. on our investigative team we have one lieutenant, and five investigators. and we have three patrol services assigned to motorcycle duty. we are also a very diverse station. reflecting our community. there are a total of 12 female officers, one asian-pacific islander, three african-americans, seven caucasian and one latina. richmond officers also speak a variety of languages of we speak, et cetera.

year-to-date our violent crimes are down 17% for aggravated assaults, homicides we have one last year and we have had one this year and robbery, is down 5% and rape is the same as last year, five rapes. we have really focused the lion's share of our efforts on reducing violent crime and i think it shows in the numbers. your year-to-date property crimes are up. we have met repeatedly to streamline what is going on. in march and april people start to vacation places in golden gate park and that is where we

see the rise come. we work with the assistant district attorney to try to streamline that, and really figure out exactly and pinpoint where the crimes are and how we can impact them the most. some of the things that we're doing to impact that is we also -- our community policing advisory board again rock stars. they started a merchant camera program and about a month ago we held our first meeting where the sacramento merchants' group had a meeting on how to install cameras to prevent crimes and solve ones that did occur and we happen to have our own expert, mike murphy, a sergeant, who was assigned to our crimes unit for many years and also with the effort of morgan st. claire from safe. so they put on a wonderful presentation and early next year we'll roll that out to the geary street merchants to get evidence from crime cameras to

solve some of those. traffic citations and dui arrests are on-track. and then traffic accidents are down. we had one more fatal accident, but our injury accidents are down overall and i think a host lot of that we can attribute to our efforts -- we put forth a very big educational component and admonition phase to slow down and pay attention and don't text while you drive and really allow working

closely with muni and mta for traffic calming measures to reduce vehicular accidents. this is a list of our events for calendar year 2012. as you can see we have a lot of events. golden gate park being a huge geographical area there is room for huge events. those are some of the ones that we hosted this year. and then also many dignitaries visit our district. with temple emanuel and the jewish community center they have big speaker series and also university of san francisco they have a speaker series and a lot of dignitaries visit for different presentations. we also had the president of israel, and a couple of sieu events. this is just a snapshot of some

of the kids and local community members we got to work with. and that is it. so i want to take this opportunity to thank you very much. it's a delight to work in the richmond and be part of this. olympic torchs and i carried it for san francisco. games los angeles, salt lake city, greece and china, beijing. i have them at home. it's a very good honor, four olympic torches. but maybe it's too much to talk about me. i was severely beat by one police officer, not physically, but morally. and this is more severe than physically, okay? i believe that this officer, maybe it will found for you strange, but i believe he is a racist and

antisematic and maybe even a little fascist. first of all, he made that i am crazy, that i am a criminal, that i am crazy, that i am mad. and i am dangerous for myself and for my family and for people around me. this is what he wrote in official document. official, not just saying like this, but official document. i came to the chief of police and wrote a letter, nothing. i came to citizen complaint --

i said to them to prove that i am write. [speaker not understood] the office of civilian complaints said we will not bring that officer and i said without that officer i cannot prove anything. no. then i applied to ied chief of police and again, they told me mo, we will not help you. >> excuse me, circumstance i'm sorry. your three minutes were up and we gave you another minute. excuse me for a moment.

my wife jill, who is in the audience. thank you. i want to be real quick. i know there is a another speaker coming up but we're at the corner of 30th and fulton, like i said, which is the entrance to the outside lands event, which if you live there at that intersection, you are going to regret living there with that event there. and for past years we haven't had much success with trying to get any help from eric mar, the police department or anything. and so we heard there is a new captain in the richmond district, so my wife emails captain ferrigno and conveys our concerns about the event. she called us immediately, wanted to meet with us. and this was before this year's event. and i can tell you right now, she is single handedly changed

our mind about the service that we're getting with the police department here. she has done a great job. every time i called the police were there within two minutes. i just can't say enough about the job she has done, and thank you chief. thank you commander for having such a great captain here at the richmond district and i hope you don't promote her out of here and keep her here for a while, if you can [ laughter ] >> at the intersection of 30th and fulton, we have major crashes as you know all the time. we just had a fatal crash not too long ago and it's not even in the captain's arena to do that, but she got led lights for that intersection. and it's just amazing the difference. people actually do see the red light now. so thank you very much. keep up the good work. >> thank you.
